1.滿足《中華人民共和國政府采購法》第二十二條規(guī)定;
2.落實(shí)政府采購政策需滿足的資格要求： 無。
3.本項(xiàng)目的特定資格要求：
合同包1(新校區(qū)建設(shè)項(xiàng)目總體修建性詳細(xì)規(guī)劃和建筑方案設(shè)計(jì))特定資格要求如下:
(1)要求投標(biāo)人是在中華人民共和國境內(nèi)注冊(cè)的法人組織，具備建設(shè)行政主管部門核發(fā)的建筑行業(yè)（建筑工程）設(shè)計(jì)甲級(jí)資質(zhì)和具備行政主管部門核發(fā)的城鄉(xiāng)規(guī)劃編制乙級(jí)（含）以上資質(zhì)，并在人員、資金等方面具有相應(yīng)的設(shè)計(jì)及履約能力。
(2)設(shè)計(jì)項(xiàng)目負(fù)責(zé)人:須同時(shí)具備一級(jí)注冊(cè)建筑師執(zhí)業(yè)資格證書、建筑及建筑相關(guān)專業(yè)高級(jí)及以上職稱； 規(guī)劃項(xiàng)目負(fù)責(zé)人:須同時(shí)具備注冊(cè)城鄉(xiāng)規(guī)劃師、規(guī)劃專業(yè)高級(jí)及以上職稱。 要求為本企業(yè)在職人員并提供近3個(gè)月企業(yè)為其繳納社會(huì)保險(xiǎn)的有效證明材料。(建辦市函【2019】92號(hào)文件中規(guī)定的6類情形人員除外）。
