1、招標(biāo)條件 Bidding Conditions
本朗威公司孟加拉PMC技術(shù)服務(wù)招標(biāo)項目招標(biāo)人為廊坊中油朗威工程項目管理有限公司，項目資金來自 自籌100% 。本招標(biāo)項目已按要求履行了相關(guān)報批及備案等手續(xù)，具備招標(biāo)條件，現(xiàn)進行公開招標(biāo)。
The Bid inviting party of Technical service for CDPL PMC Project of LONGWAY is China Petroleum LONGWAY Engineering Project Management Co., Ltd with 100% funds self-raised. The bidding project has completed the relevant approval and filing procedures according to the compliance requirements, and meets the bidding conditions. Now it is open to the public.
2、項目概況與招標(biāo)范圍 Project Overview and Bid Scope
項目概況： 要求投標(biāo)人按照招標(biāo)人要求，及時提供資質(zhì)、技術(shù)專業(yè)、能力水平滿足招標(biāo)人技術(shù)服務(wù)工作要求的人員，按時到達招標(biāo)人指定地點承擔(dān)技術(shù)服務(wù)工作任務(wù)。
Project Overview: eligible bidders are required to provide personnel with corresponding qualifications, technical disciplines and capability meeting the technical requirements of the LONGWAY. The personnel shall arrive at the place designated by LONGWAY on time to undertake technical service described as per contract.
招標(biāo)范圍：為朗威公司提供技術(shù)服務(wù)人員；人數(shù)為暫定：為朗威公司提供工程技術(shù)服務(wù)人員約51人；人數(shù)為暫定值，具體人數(shù)以招標(biāo)人實際需求為準(zhǔn)。
Bidding Scope: the potential bidders is requested to provide technical personnel for LONGWAY; the number of personnel is about 51 (provisional), which can be altered according to the actual situation.
服務(wù)標(biāo)準(zhǔn)：中標(biāo)技術(shù)服務(wù)企業(yè)按招標(biāo)人實際需求派遣具有相應(yīng)資質(zhì)的人員提供技術(shù)服務(wù)。
Service standard: the winning bidder shall dispatch qualified personnel to provide technical services according to the actual needs of LONGWAY.
服務(wù)期限： 自合同簽訂之日起3年（暫定） ；
Project period: 3 years from the date of signing the contract (provisional)

3、投標(biāo)人資格要求 Qualification of bidders
3.1 本次招標(biāo)不接受聯(lián)合體投標(biāo)。
3.1 Consortium/Joint Venture is not acceptable for bidding.
3.2孟加拉人力資源公司相關(guān)資質(zhì)證書。
3.2 Relevant qualification certificate of Bangladesh human resources company
3.3需有2年以上相關(guān)領(lǐng)域服務(wù)經(jīng)驗。
3.3 More than 2 years’ service experience in related field
3.4法定代表人授權(quán)委托書（法人代表投標(biāo)的除外）
3.4 Power of attorney signed by legal representative (except for bidding by legal representative)
財務(wù)要求：投標(biāo)人投標(biāo)文件中應(yīng)提供近兩年度財務(wù)報表（清晰復(fù)印件加蓋有效公章），并明確說明近兩年經(jīng)濟行為涉及糾紛情況。
Financial requirements: eligible bidders shall provide the financial statements of the past two years (with clear copies and effective official seal) in the bidding documents, and clearly explain the disputes (if any) involved in the economic behaviors in recent two years.
4、招標(biāo)文件的獲取Acquisition of bidding documents
4.1 凡投標(biāo)者，請于 2020 年 9 月 22 日至 2020 年 10 月 10 日(法定節(jié)假日、公休日除外)，上午 08 時 00 分至 11 時 30 分，下午 14 時 00 分至 16 時 00 分（北京時間，下同），購買招標(biāo)文件。
4.1 Eligible bidders shall purchase bidding documents during 08:00 to 11:30 am and 14:00 to 16:00 pm (Beijing time, the same below), from 22 Sep. 2020 to 10 Oct. 2020 (in case the date is holiday or non-working day, the next working day will count).
4.2 招標(biāo)文件每套售價：300美元整或2000元人民幣，售后不退。
4.2 Price of bidding documents: 300 USDorRMB2000, nonrefundable.
招標(biāo)文件采用線下電匯方式購買：購買招標(biāo)文件需提供營業(yè)執(zhí)照、法人授權(quán)委托書（原件）掃描件發(fā)送至指定郵箱zhaobiaochu@cnpc.com.cn。電匯收款賬戶名：中油管道物資裝備有限公司；開戶銀行：昆侖銀行股份有限公司總行營業(yè)部；賬號：10002000132010000019；匯款時注明“(招標(biāo)編號)標(biāo)書費”。匯款后將匯款底單掃描件及信息登記表發(fā)至招標(biāo)機構(gòu)指定郵箱zhaobiaochu@cnpc.com.cn，并聯(lián)系0316-2175714確認(rèn)。
