1．招標條件
1.1本招標項目巴中市中心醫(yī)院南壩院區(qū)綜合培訓基地樓建設項目(項目名稱)已由巴中市發(fā)展和改革委員會(項目審批、核準或備案機關名稱)以巴發(fā)改審【2020】28號（批文名稱及編號）批準建設，項目業(yè)主為巴中市中心醫(yī)院，建設資金來自上級補助資金及業(yè)主自籌（資金來源），項目出資比例為100%，招標人為巴中市中心醫(yī)院。項目已具備招標條件，現(xiàn)對該項目初步設計進行公開招標。
1.2本招標項目為四川省行政區(qū)域內的國家投資工程建設項目，經(jīng)巴中市發(fā)展和改革委員會（核準機關名稱）核準（招標事項核準文號為巴發(fā)改審【2020】28號）的招標組織形式為委托招標。招標人選擇（本招標項目在省發(fā)改委指定比選網(wǎng)站上的項目編號為PF20200520007）的招標代理機構是中通建設工程管理有限公司。
2. 項目概況
2.1建設地點：巴中市中心醫(yī)院南壩院區(qū)內西南部（巴州區(qū)南壩小區(qū)南壩主干道東側七支道南北兩側）。
2.2建設內容：擬新建綜合培訓基地樓一棟（2F/11F，高40米），總建筑面積25947平方米，其中地上建筑面積19803平方米、地下建筑面積6144平方米，道路及硬化4064平方米，綠化面積2710平方米，并配套建設供排水系統(tǒng)、電力、供氣管網(wǎng)、通訊系統(tǒng)、消防及專用環(huán)衛(wèi)設施等。
2.3勘察、設計周期： 30個日歷天。
2.4標段劃分：本次設計共1個標段。
2.5招標范圍：本項目的勘察、初步設計服務招標。設計單位應嚴格按照國家規(guī)范及相關地方規(guī)定完成初步設計、初步設計概算（滿足政府評審需要）及后續(xù)服務工作。
3．投標人資格要求
3.1本次招標要求投標人須具備：獨立企業(yè)法人資格，投標人須具有獨立法人資格，具備建筑行業(yè)（建筑工程）設計乙級及以上資質、具有工程勘察專業(yè)類（巖土工程）乙級及以上資質。省外入川企業(yè)須提供《四川省入川從事勘察設計活動驗證登記證》或帶二維碼的《四川省省外勘察、設計企業(yè)入川承攬業(yè)務省廳基本信息錄入證》并在人員、資金等方面具有相應的設計能力。
3.2本次招標接受聯(lián)合體投標。聯(lián)合體投標的，應滿足下列要求：具備建筑行業(yè)（建筑工程）設計乙級及以上資質的單位為聯(lián)合體牽頭人。聯(lián)合體成員家數(shù)須不超過 2家，聯(lián)合體各方須簽訂聯(lián)合體投標協(xié)議書，明確聯(lián)合體牽頭人和各方權利義務。聯(lián)合體中各方不得再以自己名義單獨或參加其他聯(lián)合體在同一合同段中投標。
招標文件的獲取
4.1凡有意參加投標者，請于2020年9月28日 00時00分（北京時間，下同）至2020年10月9日23時59分,登陸巴中市政務服務和公共資源交易服務中心網(wǎng)站（http://zwhjy.cnbz.gov.cn/）“公共資源交易平臺”中“建設工程招標投標”通過數(shù)字證書下載招標資料（招標文件、工程量清單、施工圖紙等）。
4.2招標人不提供其他任何報名和招標文件獲取的方式。
5．投標文件的遞交
5.1 投標文件遞交的截止時間（投標截止時間，下同）為2020年10月27日9時00分，地點為：巴中市政務服務和公共資源交易服務中心（巴中市民之家4樓）本項目開標室。
5.2 逾期送達的或者未送達指定地點的投標文件，招標人不予受理。
6．發(fā)布公告的媒介
本次招標公告同時在本網(wǎng)站、本網(wǎng)站、《全國公共資源交易平臺（四川?。?、《巴中市公共資源網(wǎng)》、《四川建設網(wǎng)》上發(fā)布。
